It is taken from the bridge near the Eroilor metro stop and also near Casa Radio. The Opera and the Opera Park are on the left of it. It looks like the polytechnic uni because the river looks the same all around the city, I guess :) but its about 10-15 minutes (by car) closer to the central city area.
...it might be that there were a few years since Romerican went to that place. The building was erected in 2003 or 2004. I didn't like it in the first place and this appears to be a confirmation of the fact that it has realistic-socialist appeareance (although only Western companies settled there). Worse, it's unfit to the old stuff of the Cotroceni area. I've been told it is built on purpose to mask the People's House (Casa Poporului). Why don't you upload your pics to Flickr instead? They don't resize them as the cheap Blogger/Google does.
Well, they do resize in on the page, but you can see it full size by clicking on it. As for the building, I've seen worse and I really don't think it can mask Casa Poporului. If you take a photo of the river from Grozavesti, for example, you can still see, somewhere afar Casa Poporului. Besides the hospital building in the area is much taller.
